The largest number of enplaned passengers in the same flight was recorded in 1991 during Operation Solomon evacuation of Ethiopian Jews from Addis Ababa in Jerusalem. A Boeing 747 passengers boarded in 1222 (recorded more babies in 1087) is about 3 times its usual capacity! Obviously, no one wearing a seat belt at the time!
