In Mexico, the prison break is considered legal and is not punished!

Unlike most modern nations, the law in Mexico certifies that detainees have the right to try to escape from prison. Indeed, the legal system in Mexico notes that all citizens have a fundamental desire to be free, so prisoners are not punished for trying to escape from the prison.

Mexican lawyers say it is a kind of philosophical approach to govern society. The law recognizes that all people want to be free, so they have the right to fight for that freedom.
